It's very frustrating!! The solution is to Change your DNS to the Google Public Setting...I have done this and haven't had a problem since. I wish I knew what update was applied to my Windows Updates that caused the issue to begin and so that I could possibly get rid of the update and get I would rather have no internet than have it for 5 min and then lose it for 10s then have it again.
