Not entirely sure of what function it has, but it interferes with the bclk and after disabling this and restarting the computer, it's now running as before! These two laptops of ours are identical.
As for the speed of the cpu I have never ever had windows show the correct speed of an overclocked cpu in any version of it. That's what they're there for. Try putting the cores at full load and check again. No worries. Task Manager is showing the MAX speed, and not the real (Hyper-V virtualized) speed.
