If I was using this program on an offline computer, would I copy the entire “wsusoffline” folder unto A thumb drive and copy it to the desktop and then run it? I suggest waiting at least 30 to 40 minutes before assuming something went wrong and then restarting manually.

I bet there are lots of people who tried to install the MSU because the didn't finish reading the step before acting. You can skip this step, but may not be able to sync your account across PCs without performing it later. 10.
