Changed all the administrator characteristics to be sure that the admin account could do it. Really? And, yes, Windows Explorer will display it as "Public Documents". I did the same process for TrustedInstaller, it said it was transferring ownership, but in the end, "we" both have access to the folder now.
But in Windows 8 and Windows 10 Microsoft has removed the Owner tab and moved it to the top. It keeps telling me access is denied, even when I have taken ownership of the folder and am logged in as an administrator. I also had to make sure I selected the exact correct user, because using the Adminstrators group, of which the user is a part, still generated the stupid error. Needless to say, this is driving me insane.
