Windows Store Doesn't Let Me Upgrade To 8.1

How can I upgrade to Windows8.1? I was so frustrated that I am not a "true" admin, or whatever. Really shameful. Type msconfig. his comment is here

MSFT must provide the relevant error msg, is it so difficult to do that? Did it get hit by a missile? Like in Half hour it only downloaded 1%. Nothing works.

But when I go to the Windows App Store I don't see any way to download the upgrade. I spent five hours at best buy today with a Microsoft tech and he had no idea, not even about this specific update. I tried to run the tool to reset Windows update and it says it solved the problems but nothing happens.

Yeesh. Recommendation to anyone with regards to using this option, treat it as a factory reinstall. I didn't want to muck around uninstalling updates, as I have just had a nightmarish time trying to deal with tangled-up updates on my wife's computer (which was already at 8.1).
