How can a restore fail and still fix? It turned out all the files were still there, however the solution was to turn off UAC in start>command: msconfig>helpprograms>. Right-clickng does bring up troubleshoot and open network. If your connecting to unsecured or open wireless networks and are not available, those options will not be present.
